Doing a static web site is fairly straight forward and all you need is a text editor. I am a programmer and I don't consider HTML and CSS to be programming because it is declaritive. This means you do not have to be a programmer to use them. All you need is a text editor there a several good free ones beside notepad which you alredy have.
