its when the rear bumper is removed. Its done for looks and some people do it to drop weight ( 75lbs), and im doing it for both

oh thats what that is ive seen alot of trucks with that i always thought it was ricer when they put those light strips and cover up theyr taillights. but if you keep your tail lights it will actually look pretty good with the wing/spoiler.
